The Ganga Expressway, the longest expressway in Uttar Pradesh so far, was inaugurated by Prime Minister Narendra Modi on Wednesday, 29 April 2026. It is a 6-lane, expandable up to 8-lane, greenfield expressway connecting western Uttar Pradesh to eastern Uttar Pradesh in India.
The total length of the Ganga Expressway is 1,049 km (652 miles). It consists of two phases: the completed Phase 1 (Meerut–Prayagraj), which is 594 km (369 miles) long, with its western end at Bijauli village in Meerut district and eastern end at Judapur Dandu village in Prayagraj district; and the under-construction Phase 2 (455 km / 283 miles), which includes two extensions—Spur 1 (Upper Ganges Canal Expressway), a 110 km route from Bulandshahr–Meerut to Haridwar in the west, and Spur 2, a 314 km Prayagraj–Ballia Expressway route in the east.

History of Ganga Expressway
2007: Conception
In 2007, the Ganga Expressway was initially proposed by Uttar Pradesh Chief Minister Mayawati as the Greater Noida–Ballia Expressway, but the project was delayed.
2019: Project Revived
In 2017, Uttar Pradesh got a new Chief Minister, Yogi Adityanath. The project was revived, and the first installment of ₹2,000 crore was allocated in 2020 for the construction of Phase 1. The Uttar Pradesh Expressways Industrial Development Authority is the government agency responsible for project development.
2019–2026: Phase 1 Construction Started
The total expected project cost in 2021 was ₹37,350 crore, including land acquisition costs of around ₹9,500 crore. Land acquisition began in 2019 and was largely completed by 2021.
In 2021, environmental clearance was obtained from the Ministry of Environment, Forest and Climate Change, and the Uttar Pradesh Cabinet approved a ₹36,230 crore budget for construction. On 18 December 2021, after Prime Minister Narendra Modi laid the foundation stone in Shahjahanpur, construction work began in April 2022.
UPEIDA divided Phase 1 into 12 construction packages under the Design-Build-Finance-Operate-Transfer (DBFOT) model. The first 129.6 km stretch, from Bijauli (Meerut) to Nagla Baraha (Budaun), was constructed by IRB Infrastructure Developers, while the remaining 464.2 km, from Nagla Baraha (Budaun) to Judapur Dandu (Prayagraj), was constructed by Adani Enterprises.
Economic Use
Ganga Industrial Corridor
The area along the Ganga Expressway is being developed as an industrial corridor. New industries are emerging around Meerut, Budaun, Kanpur, Varanasi, and Prayagraj. The government is also planning to set up pharma parks, textile parks, and IT parks along the expressway.
In Meerut, the Uttar Pradesh government acquired land in 2023 to develop an industrial city near the expressway’s entry and exit points. Kanpur, after the completion of both phases, will serve as a major economic and industrial hub, as it will be the central point of the expressway, with multiple projects planned in the Agra-Lucknow Expressway and Awadh Expressway regions.
Military Airstrip
Sections of the Ganga Expressway have been developed to function as emergency airstrips for the Indian military. Indian Air Force fighter jets and transport aircraft conducted landing and take-off drills on 2 May 2025 on a 3.5 km (2.2 miles) emergency landing facility near Shahjahanpur. Aircraft involved included Su-30MKI, Mirage 2000, MiG-29, Jaguar, C-130J Super Hercules, An-32, and the Mi-17 V5 helicopter.
Current Status of Ganga Expressway
Phase 1: Meerut–Prayagraj
The Ganga Expressway project, first proposed in 2007, was revived and officially relaunched by Chief Minister Yogi Adityanath on 29 January 2019. The expressway is planned to run broadly parallel to the Ganga River while maintaining a 10 km distance to meet environmental norms.
By 2020, ₹2,000 crore had been allocated, and land acquisition progressed rapidly through 2021, reaching over 90% completion by August. The project received environmental clearance in November 2021, and Prime Minister Narendra Modi laid the foundation stone on 18 December 2021. Contracts were awarded to Adani Enterprises and IRB Infrastructure, and physical construction began in April 2022.
By late 2023, major groundwork—including clearing, grubbing, and initial earthworks—was largely completed. The Uttar Pradesh government also announced the development of an industrial city near Meerut along the expressway.
Prime Minister Narendra Modi inaugurated the expressway on 29 April 2026. Following its inauguration, the Uttar Pradesh government is planning to develop industrial hubs along the route under a hub-and-spoke model.
Phase 2
Phase 2 includes two spur routes. Spur 1 (Meerut–Haridwar) received a ₹50 crore allocation in February 2025 for pre-construction activities. Spur 2 (Prayagraj–Ballia) remains in the pre-construction stage, with surveys completed by UPEIDA in 2024 and preparatory work ongoing as of August 2025.
